Small & Rural Hospitals Constituency Section

The IHA's Small & Rural Hospitals Constituency Section supports small and rural hospitals as they strive to provide needed health care services to the communities they serve.

Members of the constituency section are short-term care hospitals that either have fewer than 150 acute care beds and/or are located outside a metropolitan statistical area (MSA). The constituency section membership also includes the 24 public (i.e., city, county, district, and township) hospitals in Illinois. The constituency section represents hospitals reimbursed under Medicare's Prospective Payment System (PPS) and Critical Access Hospitals program (CAH).

The constituency section is guided by a steering committee composed of 23 leaders representing the constituency's membership. The leaders advise IHA's staff on policy issues, advocacy positions, member service strategies, and emerging trends. They provide expertise to IHA as issues arise from proposed health care legislation, rules or regulations.

Illinois Small and Rural Hospitals by the Numbers:

  • 86 small and rural hospitals are IHA members
  • 82 are small hospitals, with 150 beds or less
  • 64 are rural hospitals, located outside a Metropolitan Statistical Area (MSA)
  • 50 are Critical Access Hospitals (CAH)
  • 24 are public hospitals (city, township, district, or county owned)
  • 14 are Medicare Disproportionate Share Hospitals (Medicare DSH)
  • 23 are Medicaid Disproportionate Share or Medicaid Percentage Adjustment Hospitals (Medicaid DSH/MPA)
  • 9 are Sole Community Hospitals (SCH)
  • 7 are Reclass Wage Hospitals, reclassified to Urban MSA for Medicare wage index
  • 9 are Medicare Dependent Hospitals (MDH)
